Federal Advocacy Day 2025: Advocates Push to Expand IVF and Fertility Coverage Nationwide

On May 20, 2025, over 800 advocates from all 50 states gathered virtually to meet with congressional offices and lobby for expanded access to IVF and fertility care. Hosted by RESOLVE: The National Infertility Association and the American Society for Reproductive Medicine (ASRM), this year's Federal Advocacy Day marked one of the most powerful demonstrations of unified support for reproductive rights and family-building in U.S. history.

Historic Participation: A Nationwide Effort

With representatives from over 300 congressional districts and nearly 400 meetings conducted, more than 75% of Congress was reached in a single day. This level of engagement proves just how widespread and urgent the call for fertility care access has become.


Our Advocacy Goals in 2025

This year’s Advocacy Day focused on critical policy areas that impact millions of Americans living with infertility.


Key issues included:

  • Promoting IVF accessibility for all Americans

  • Expanding IVF fertility and insurance coverage, specifically for:

    • Federal employees

    • Military service members

    • Veterans

  • Encouraging private employers to offer or improve family-building benefits


These are not fringe issues—they are essential healthcare needs for countless families across the country.


A Shift in Perception on Capitol Hill

This year felt different. Advocates noted a genuine shift in tone—even offices previously resistant to IVF access were more open, engaged, and supportive. What was once an uphill battle is now becoming a dialogue. Lawmakers and staff across party lines are beginning to recognize what patients have long known: IVF is healthcare. Family-building is a right.


Why Fertility Advocacy Matters Now More Than Ever

Infertility affects 1 in 6 people globally. Yet for too many, the emotional and financial burden of treatment remains overwhelming. Events like Advocacy Day shine a light on these challenges—and show that when we speak up, we can drive real change.
